基于PMC指数模型的 川渝地区人才引进政策量化研究

摘要高质量人才是实现中国式现代化、推动高质量发展的能动主体.基于川渝地区61份人才引进政策,使用文本挖掘和 PMC指数模型对人才引进政策进行量化评价.结果表明,川渝地区人才引进政策总体表现良好,但仍存在一定的提升空间.政策等级评价为优秀的城市占比不足,在政策主体协同发文、政策内容涉及重点、激励方式等方面还需进一步优化.未来川渝地区应加强政策主体间的协同合作、丰富人才引进政策服务手段、科学打造人才发展环境,全方位提升政策效力,以提升川渝地区人才聚集效应.
